Elgin reallocates $665,980 within 2024 lead service-line replacement program to install additional lines

City staff told the Elgin City Council that the 2024 lead service-line replacement program produced savings in Contract B because some projects came in under budget and some property owners did not submit required paperwork to complete replacements. At the March 12 meeting, staff proposed and the council approved change orders that move $665,980 from Contract B into Contract C so additional service-line replacements can be installed by the contractor in the first quarter of 2025.
The manager explained the purpose of the annual program and said the adjustment allows the contractor to expand work this year. The council voted to approve change order number 1 for Bid24017 (Contract B) and the corresponding reduction for Bid24018 (Contract C). Both change orders were approved by roll call votes recorded as unanimous (9–0).
No amendments or conditions were recorded in the meeting minutes beyond the reallocation. Staff indicated the additional work is expected to be completed within the first quarter of the year.
Ending: Council action adjusts the original 2024 program financing so the city can complete more lead service-line replacements sooner; staff and the contractor will carry out the additional installations in the coming weeks.
