The River Heights City Planning Commission voted to forward a draft Senior Citizen Planned Unit Development (SCPUD) code to the city council that would replace the existing residential planned unit development (RPUD) provisions.
Commissioners described key features of the SCPUD draft: the designation is for age-targeted housing (55 and older) with up to two dependents per unit; allowable site sizes were discussed at roughly 3.5 to 6 acres; maximum density was discussed at 4.6 units per gross acre; a 6,000-square-foot lot size was mentioned as a typical maximum footprint for units that should appear single-family in character. The commission also discussed requiring 20% open space (with the option for alternatives, including fees in lieu) and minimum lot widths; they noted that open space, landscaping and common facilities would be maintained by a homeowners association (HOA) and that covenants, conditions and restrictions (CC&Rs) must be recorded to guarantee perpetual maintenance.
Commissioners also discussed infrastructure standards (water meters for each unit, city design standards for water and sewer, roads built to city specifications) and design requirements (each unit to have a two-car garage attached; porches, decks integrated into structure). The commission voted to approve the proposed SCPUD code language with one clarifying change (change SPUD to SCPUD throughout) and to forward the draft to city council for formal consideration.
