Manor council approves concept plan amendment adding phases 7 and 8 to Manor Heights

The Manor City Council on a 6-0 vote approved a concept plan amendment to add phases 7 and 8 to Manor Heights (also called Nagle Estates), adding 256 lots on about 71.567 acres northeast of the intersection of U.S. Highway 290 and Old Kimbrough Road in Manor.
The concept plan had been the subject of a public hearing earlier in the meeting. Michael Burrell, the city’s development services director, told council the amendment follows a previously approved PUD amendment and covers the lot-level layout for phases 7 and 8; preliminary and final plats will come later with more detailed engineering and lot subdivision information.
Council members asked about parkland and trail connectivity during the public hearing. Burrell said the developer will convey city parkland within phases 7 and 8 and that the 5% parkland requirement for the overall development has already been met; these two phases will provide parkland in excess of that requirement. Staff and a nearby planning staff member named Alex said there are areas of open space but no explicit trail alignment shown on the concept plan and that staff would follow up on trail connectivity.
The council closed the public hearing earlier in the meeting and later moved to approve the concept plan amendment. The motion to approve carried 6-0.
City staff said the concept plan is a high-level document showing phases and lot layout and does not substitute for future preliminary and final plats, which will include engineering, right-of-way and utility details.
