Trustees recommend zoning text amendment to restore two-step planned-unit-development process

Trustees discussed and recommended forwarding a proposed text amendment to the Village of Roscoe zoning ordinance to change how planned unit developments (PUDs) are processed.

Evan Cuellar, the village’s zoning consultant, explained the amendment would reinstate a two-step PUD process that some developers and consultants favored prior to the village’s 2021 zoning updates. Under the proposed change, developers would first present a general development plan so the board could consider concept-level support without requiring detailed engineering, utility, parking and landscaping plans. If the board is supportive, a second, more detailed “precise implementation plan” would follow addressing technical drawings and construction requirements.

Consultants and some trustees said the two-step approach reduces upfront costs and uncertainty for developers by confirming conceptual approval before developers spend money on detailed plans. Trustees noted the change could also streamline staff work by limiting full technical review to projects that have demonstrated board support.

A motion to recommend the text amendment to the village board was made and seconded; trustees adopted the committee recommendation by roll call. The transcript records the committee’s recommendation to send the amendment to the full village board for consideration and possible adoption.
