Roscoe Liquor Commission increases Class A cap to allow QuickMark relocation; issues license for 5526 Elevator Road

The Village of Roscoe Liquor Commission on Oct. 7 voted to increase the number of authorized Class A liquor licenses from five to six and approved a Class A license for Penny Inc., doing business as QuickMark, at 5526 Elevator Road.

The action was taken so the relocating business can apply for a gaming license at its new address. Chair of the Liquor Commission said the village ordinance prorates fees for licenses issued for less than a full year, and "he will be paying a fee of $2,000 for our for his license so that he can apply for the gaming license," as part of the transition.

Commissioners discussed how the license will be used during the move and the fee treatment. The applicant explained the plan to operate a temporary sales location while building out a new storefront. "We bought a property here ... and we will be building a new building over there," said Mr. Ocati, the applicant, describing a timeline of roughly two to three years for the new construction.

Commissioners asked whether the business would operate both locations simultaneously; the applicant and Chair said it would not. The Chair said the applicant will surrender the old license when the move is complete and described an interim arrangement in which the license year could be split between the two locations during the transition so the operator would not pay two full annual fees.

Discussion at the meeting also described the physical layout of the QuickMark location at 5526 Elevator Road. Commissioners and the applicant noted the site is the former Whiskey Hotel barbecue location and will be divided into multiple suites. QuickMark will occupy a storefront area while other businesses — described in the record as a bakery and two wellness-related businesses, including Roscoe Nutrition — will occupy other suites. The record notes that storage areas will be separate and that tenants plan separate signage for each business.

The commission called the roll and recorded unanimous affirmative votes on both items. After the votes, the commission had no public comments and adjourned.
