Seaside commission to finalize bylaws; recommends two-term limit and reapplication process

Commissioners discussed a draft set of bylaws and governance recommendations and agreed the group will finalize a packet to submit to the City Council.

Commission members said the draft addresses officer selection, eligibility for appointment, term lengths and reappointment procedures. Commissioners reported a consensus recommendation for a two-term limit for commissioners, followed by a one-year hiatus before reapplying. The draft also recommends that partial terms served filling a vacancy do not count as a full term toward the two-term limit.

The commission discussed process requirements. Several members noted that a work session may be used to draft and refine language, but formal actions and votes must occur at a noticed board meeting. The group discussed holding a workshop immediately followed by a board meeting to vote on final recommendations; that approach is modeled on a process used recently by another local board.

City Manager Spencer circulated a list of questions for the commission to consider; commissioners were advised to re-check prior work-session materials and the current ordinance before finalizing recommendations. Commission member Darren Gooch told colleagues he had collated prior notes and materials: “I’ve provided, pretty much, all the documents that I can think of in there that that you’ll need, for discussion,” Gooch said.

Commissioners agreed to schedule a work session at 9:30 a.m. the following day, contingent on member availability, to review the ordinance and draft bylaws before setting a noticed board meeting for formal approval.

Ending: Commissioners asked that the final recommended answers to the city manager’s questions be included in the packet the commission will forward to the City Council once the board formally votes.
