Willard City engineering recommended the City award the 600 South Improvements Project to Ridge Rock after opening 17 bids on Sept. 16, 2025. The engineering memorandum notes Ridge Rock’s low bid of $333,180.50 and says that amount would keep the project under the City’s budgeted amount and leave funds for contingencies. The project scope described in the memo includes widening the roadway to the City standard width, new curb and gutter, asphalt paving, driveway approaches for bordering residential lots, and an upgraded water pressure‑reducing valve station in a new vault. The memo says the work will tie into the planned U.S. Highway 89 rebuild and that the contractor would likely begin in spring 2026 to avoid cold‑weather paving. The memo also records that bids were opened publicly at 10 a.m. on Sept. 16 and that Ridge Rock, Braegger & Sons, and Next Construction were among the lowest bidders reviewed. The engineering office asked the Council to “pass a motion accepting the bid and awarding the project contract to Ridge Rock” and noted that, if the Council agrees, the City will issue a Notice of Award, collect performance and payment bonds and insurance certificates, then schedule a preconstruction conference and Notice to Proceed. At the time of the meeting materials provided, the memorandum is a staff recommendation; the contract award and Council motion were not documented in the materials provided.
