Village board approves additional surface parking at WestRock Residences

The Village Board approved a site-plan amendment to add unassigned surface parking stalls at the WestRock Residences development at 700 West Capitol Drive. John Ford of 3 Leaf Partners told the board the first townhome buildings and a clubhouse are complete, that stack-flat buildings are being occupied and that the developer wants to add additional unassigned surface stalls in the northern half of the site to meet property-management demand. Ford said the change does not affect previously approved structured parking, stormwater management, fire access or snow-removal operations. Village planning staff reviewed civil and circulation concerns and reported changes were addressed; the matter had been reviewed and recommended for approval by the Plan Commission. The board moved, seconded and unanimously approved the site-plan change. Why this matters: the amendment aims to address parking demand for an active rental development and will allow the developer to add stalls without changing the approved stormwater or traffic controls. Next steps: the developer will proceed with construction of the additional surface stalls according to the approved site plan and the village will monitor compliance with the approved drainage and circulation conditions.
