Assistant City Engineer Ted Gillen asked the board to circulate for signature a Step 3 loan application to the Clean Water State Revolving Fund (SRF) for the Meadow Street combined sewer separation project. Gillen told aldermen design plans are complete and the project is ready to be bid, and that the dollar amount in the application is an estimated construction cost pending bids.
Gillen said the city has grant support for the project, including a substantial VTrans grant and CSO grants held in reserve should costs exceed estimates. The board authorized the circulation of the SRF application and designated Public Works Commissioner Robert Prodovanski and Assistant City Engineer Ted Gillen as the city's authorized representatives to sign and submit the paperwork.
No vote to accept construction bids was taken; Gillen emphasized the application figure is an estimate until bids are received. The motion included suspending the rules so signatures could be circulated that night.
Aldermen said the authorization will allow the city to apply for SRF financing while pursuing available grant funding to reduce borrowing.
