Staff briefs Planning and Zoning Board on land development code, application types and October code updates

Planning staff delivered a procedural briefing to the Pembroke Pines Planning and Zoning Board on Sept. 11 outlining the structure of the Land Development Code, the development review process, application types, public‑notice rules and staff‑report organization.

Julia Aldridge and other planning staff summarized the LDC’s six articles (purpose; definitions; procedures; zoning districts; use regulations; development standards) and described the typical entitlement sequence: a pre‑application meeting, formal application and DRC review, public notice if required, board hearing and, if applicable, city commission consideration. Staff emphasized that a plan generally will not come before the board unless all relevant agencies have signed off in DRC, and explained categories of applications — miscellaneous, site plans, zoning changes, comprehensive plan amendments and variances — and which are final actions by the board versus advisory to commission.

Staff reviewed public‑notice timelines (published legal notice 15 days before hearing; mailed notice to property owners within 500 feet; posted on‑site signs 30 days prior where required), described the consent agenda process and explained quasi‑judicial procedures and evidentiary rules. Staff also outlined how staff reports are structured and encouraged board members to read reports in advance and raise questions beforehand so staff and applicants can prepare fuller responses during hearings.

Staff told the board it will present proposed changes to the Land Development Code at the Oct. 9 meeting and asked members to review the full code in advance and identify items they would like staff to research for potential amendment.
