Developers present 59‑lot Oak Hammock subdivision; county staff flag floodplain, access and PDP deviations

Zach Brecht, project manager with England Tims and Miller, representing Wildlife LLC, told the Nassau County Development Review Committee on Oct. 21 that the Wildlife Oak Hammock Residential Project is “a 59 lot subdivision, located off of the River Bluff Parkway, which is currently under construction.”
The committee — a technical advisory body that makes recommendations to department heads — spent most of the discussion identifying technical requirements the developer must address before site engineering or construction approval. The county’s building and planning staff said portions of the site fall inside FEMA flood-hazard zones and that the proposed layout varies from the previously approved Planned Development Plan (PDP 4).
“Constance Lake, building department,” said the area in PDP 4 “appears to be, 2 16 g FEMA … an x flood hazard zone,” flagging the need to address floodplain rules. Stephanie Kaiser of planning said the new layout “looks a little bit different from what was adopted in the PDP last year” and that the developer should expect a formal letter from the planning department describing required changes.
Caleb Perish of Development Services listed specific submittal and design requirements the county will expect, including adherence to DSAP 2 and PDP 4 documents, compliance with non‑mobility roadway cross sections, 6‑foot sidewalks on internal roadways per section 11.7.1, and stormwater calculations and geotechnical reports required at site engineering plan submittal. He also noted that “paved access to the site will be needed prior to construction approval” because River Bluff Parkway is still under construction, and cited county code chapter 29‑14 as the basis for a required preliminary plat submittal.
Fire Rescue raised access and clearance concerns. Thomas Ford of Nassau County Fire Rescue said fire department access roads must have “an unobstructed width of not less than 20 feet” and a vertical clearance of “not less than 16 foot 6 inches.” He asked that turn radii be approved by the department’s ladder apparatus; the developer said they have run vehicle turning templates and will include an 18‑foot asphalt plus 1‑foot gutter section on the northern cul‑de‑sac to preserve existing trees while meeting the 20‑foot minimum.
The developer said the project includes a pump station to serve the 59 lots and a future adjacent multifamily development, alley‑loaded lots with utilities in alleys, and tree‑save areas concentrated around an enlarged northern cul‑de‑sac. The design picks up an existing trail and the proposed Green River Trail near the roundabout and will connect to a future county park to the south, though county staff said trailhead location and trail connections may need to be revised because the PDP showed some of the area as common open space.
Public‑safety and operational items staff flagged for later plan submittal included stormwater infrastructure maintenance plans (section 10.6.74), a preliminary plat (chapter 29‑14), mail kiosk layout and parking requirements (section 8.4), construction inspection fees and inclusion of standard paving/general notes on engineering plans, and DRC approval prior to breaking ground (section 6.2.0.1). The health department requested a letter of availability for water and sewer.
The committee did not take a formal vote; the meeting proceeded to the next agenda items after staff recorded comments and the developer said it would incorporate the requested details into upcoming submittals.
