Sanford commission debates term limits, orders interviews for multiple board openings

City Attorney Green reviewed the existing ordinance, saying board members serve four-year terms and “not to exceed three terms” except for specified boards (the retirement boards for police and fire and the Sanford–Orlando Police Department-related board) where exceptions have been made due to litigation or continuity needs. “If such a special situation arise[s], the board can take that into consideration,” Green said, and the ordinance can be amended when warranted.
Commissioners debated whether the three-term limit helps rotate citizens onto boards or whether long-serving members provide necessary institutional knowledge, particularly on technically demanding bodies such as the Airport Authority. Multiple commissioners said exceptions are appropriate in special circumstances; others emphasized the value of rotation and the difficulty of recruiting applicants for some boards.
Practical decisions followed: commissioners agreed to interview applicants for boards that currently have more applicants than openings. Staff reported 21 applications across several boards and identified specific vacancies for the CDBG Advisory Board, Historic Preservation Board, Airport Authority and Sanford Housing Authority. The commission directed staff to schedule interviews at a special work session on Oct. 20 at 5 p.m. (the clerk will confirm the schedule and call applicants). Commissioners also discussed improving application and recruitment materials, tracking attendance, and clarifying that three unexcused absences in a 12-month period constitutes a resignation under an August 2024 ordinance change.
Why it matters: board appointments shape local land use, housing, airport operations and grant decisions. Commissioners signaled they will use interviews to evaluate applicants’ qualifications and asked staff to supply attendance records and term histories for incumbents before reappointment decisions.
