County proposes administrative fixes: precinct result redaction, procurement thresholds, forensic-lab exemption and annexation changes

Sedgwick County staff presented several policy and administrative items for the county's legislative platform on Oct. 21 that are primarily technical or housekeeping but have operational implications.
Elections: Staff proposed modifying state law to eliminate the redaction of precinct-level results when small precincts are combined across public-right-of-way separations (so long as political districts match). A staff member said the current redaction approach removes a large amount of precinct data and that it "is a problem" when attempting to analyze results; commissioners asked staff and lobbyists to draft a fix and to coordinate with Secretary of State committee members on elections issues.
Facilities and procurement: The county asked the Legislature to amend KSA 19-214 to raise the contract amount that triggers mandatory public letting from "in excess of $25,000" to up to $100,000, aligning local thresholds with state procurement practice and reducing administrative burden on routine county projects.
Regional Forensic Science Center: County counsel is drafting language to exempt the Sedgwick County Regional Forensic Science Center from a statutory requirement to obtain Secretary of Health and Environment approval for controlled-substance testing, mirroring practice for state labs and the Kansas Bureau of Investigation.
General county governance items: Staff also proposed legislative options to allow counties alternative methods of legal publication (rather than mandatory newspaper publication), to permit county votes on unilateral annexation like municipalities, to extend constitutional protections for home-rule authority, and to remove a KSA property-tax relief provision (KSA 79-16,113) related to damaged structures.
Closing note: Commissioners asked staff to draft bills for the elections and procurement changes and to carry forward the forensic center cleanup and publication/annexation items on the county's watch list for the short session.
