SPRING VALLEY, April 29, 2025 — The Spring Valley Town Advisory Board approved six extension‑of‑time requests for the previously approved Uncommons Living mixed‑use project east of Durango and south of County Road 215, allowing the developer more time to complete outstanding portions of the project.
The board considered items 12, 13, 15, 16, 17 and 18 together because the applications were for extensions of time on related approvals for the Uncommons Living project (waivers of development standards, design review for a high‑impact mixed‑use project, use permits for a range of commercial and institutional uses, and signage). The applicant said roughly 60–61 percent of the overall project is complete but that portions including a theater building, an office building and remaining residential and commercial parcels require maps and additional permitting.
The applicant’s representative, who identified herself in the record as Levany Ohini, said the extensions are needed because economic conditions and other circumstances have delayed completion and asked for a three‑year extension so that mapping and permitting could be finished. The applicant noted that staff recommended approval and that staff’s recommended deadline provided time for completion; staff indicated the concurrent expiration date under staff recommendation is December 6, 2028.
In short remarks the board heard that the outstanding work is limited to particular buildings and map recordation. No members of the public registered opposition or comment for these items at the hearing. The board voted to approve each extension with staff recommendations/conditions; votes were recorded by voice as “Aye.”
The approvals extend the life of the previously granted waivers, use permits and design approvals and let the applicant proceed with final mapping and building permits under the extended schedule. The approvals do not alter the content of prior entitlements, only the time allowed to complete the project.
Staff and the applicant will coordinate the schedule for map recordation and remaining permits and confirmed the concurrent date provided in staff materials.
