Spring Valley TAB approves multiple zone changes, maps and waivers for new housing

The Spring Valley Town Advisory Board on Feb. 11 approved a package of plan amendments, zone changes, easement vacations, waivers and tentative maps that together would allow several new residential developments across Spring Valley.

The board approved a plan amendment and a rezone for a Richmond American Homes proposal (PA25-700002; ZC250025) to redesignate 10.4 acres from medium suburban neighborhood to compact neighborhood and to reclassify the site to an RM-18 zone. The project includes a design review, vacation/abandonment of easements and a tentative map for 104 single-family attached lots on about 10.4 acres. Tony Celeste, the applicant’s representative, told the board the request increases allowable density from about eight units per acre to a maximum of 18 units per acre under the requested RM-18 zoning and that the site would have access from Diablo and Hacienda.

The most detailed discussion on that application concerned landscaping and retaining walls along Jerry Tarkanian Way. Celeste described a layout with a 5-foot landscape strip, a 5-foot sidewalk and tiered retaining walls that together meet what the applicant said is the 15-foot common-element landscape requirement.
