Tomball Independent School District trustees on Aug. 12 approved a series of bond-funded contract increases, vendor selections and purchases tied to bond 2021 and bond 2025 projects.
Key approvals included: a $70,628.38 increase for child nutrition equipment at Tomball West High School (Stafford Smith Inc. under RFP #965-24), a $28,876 increase for Early Excellence Academy sidewalks (Bond 2021), a $332,352.16 increase to Millennium Project Solutions’ contract for Tomball Innovation Center Building 6 CTE renovations (no increase to the project’s $4.3 million approved budget), and several other contract and equipment increases for Tomball High School CTE and cafeteria work. Trustees also approved a negotiated fixed fee of $9,902,130 for a construction-manager-as-agent/project manager for bond 2025 work and work authorizations #9 and #10.
The board awarded architectural services to Huckabee Architects for design and construction of a replacement intermediate school under RFQ #993-25 with a negotiated fee and contract amount of $2,700,000. The trustees also approved procurement of vehicles and buses (including 1717 vehicles for maintenance at $953,932.60, custodial vehicles for $470,063.67, and 24 school buses totaling $3,910,896) and multiple mechanical systems projects: replacement HVLS fans ($268,386.57), chiller/air-handler rebuilds for the Tomball High School Field House ($1,301,732), a $194,900 upgrade of building automation controls at the Field House, and renewal rebuilds of 32 air handler units at Tomball Junior High ($1,166,822.34).
District staff explained that most increases were absorbed through project contingencies so the overall approved project budgets did not increase in several cases. As district project staff said, “So we’re not authorizing to go above 4.3, though. We’re still within the envelope of what the board approved in November 2023.” Several trustees asked for a November or December update summarizing remaining bond 2021 balances and project closeouts.
All bond-related motions described above were approved unanimously or by recorded roll call as noted in the meeting minutes. Board members noted the work fulfills bond 2025 priorities that emphasized upgrades and replacement of existing systems in district facilities.
