Staff reported subsurface conditions have slowed work at Yellow Banks; contractors will abandon an undocumented deep well casing, and the county transportation committee approved $40,000 to pay for the ADA-accessible kayak launch.

Parks staff told the committee that work to install an accessible floating kayak launch at Yellow Banks is progressing but has encountered unanticipated subsurface conditions that require additional excavation and mitigation. Staff said soils under the launch area are predominantly gray clay, so the contractor is importing sand, riprap and road base to stabilize the site. While working on the site, crews discovered an undocumented well casing about 160 feet deep and arranged for contractor PGA to properly abandon it to avoid contamination risks.
