Springdale planners weigh wildfire code, possible townwide boundary under House Bill 48

Springdale — Planning commissioners on Aug. 6 discussed wildfire mitigation strategies and the implications of House Bill 48, the state law that staff says may require the town to adopt the Utah wildland‑urban interface (WUI) code for properties inside a locally established interface boundary.

Why it matters: Staff told the commission that state mapping of structure exposure would place nearly the whole town inside a WUI boundary and that adopting the Utah WUI code could require substantial changes to local rules on vegetation, building materials and infrastructure, affect homeowners’ maintenance obligations and raise budget and enforcement questions for the town.

Town staff overview and state law: "It appears that the impact of House Bill 48 is that the town will be required to adopt the Utah version of the wildland urban interface code," said Robin Romero, a staff member, summarizing staff research and conversations with the Utah Division of Forestry, Fire and State Lands and the Hurricane Valley Fire Protection District.

Romero told commissioners staff had divided potential measures into property‑specific strategies (for individual lots and new development) and community‑wide strategies.
