City finance staff said the books for fiscal year 2024-25 were officially closed and that staff will prepare and present year-end results and the new capital-improvement program at the next council meeting. “We officially closed the books on 24/25 last Friday,” presenter Victor Manrique said; staff said the financial closeout materials and the proposed CIP will be presented at the first meeting of next month.

Separately, staff announced the city released an invitation to bidders for window replacement work at the Sixth and Eighth Street apartment properties. A city presenter said the timing was delayed to avoid starting major window removal during hot weather and that staff are working with the city attorney to complete documents for the remainder of the funding. The presenter said there is about $350,000 in pending funding for those improvements; when asked, the presenter said the pending source is "PLH."

Council members did not take further action on the agenda item at the meeting; staff said they will return with required contract documents and any additional funding details needed for award.
