Residents press council on bond priorities, bandit signs, homelessness and street maintenance during public comment

Several Beaumont residents used the public-comment period to raise concerns about bond proposals, downtown redevelopment and quality-of-life issues. Jessica Lambeth urged the council to consider development strategies used in other cities and asked for statistics about property-tax delinquencies, project completion rates and average homeowner salaries as context for the bond. Mike Getz urged support for a tax abatement for the Gilbert Building's new owners, enforcement of new bandit-sign laws, better responses to homelessness and synchronization of traffic lights. Addie Allen opposed a seven-year abatement for the Gilbert Building and expressed frustration with perceived preferential treatment for wealthy developers and concerns about firefighter safety at an unsafe building.

Commenters described long-standing maintenance requests and gaps in city responsiveness; Lambeth cited a two-year unresolved parks maintenance request, and Getz referenced homelessness impacts on business corridors and the need for a designated camping location outside business and residential corridors. Councilmembers and staff acknowledged the comments and addressed some questions during later agenda discussion. Council and staff later clarified that empowerment-zone abatements do not represent a city cash payment but rather a city-only property-tax abatement on incremental value; staff also described enforcement needs for the new sign law.

Public comment underscored divergent public views about the Gilbert Building abatement, the bond election and the city's capacity to deliver services and enforce ordinances. Councilmembers noted these remarks during subsequent debate on related agenda items.
