Council approves multiple infrastructure contracts: tank rehab, street repairs, pump-station work and sewer change order

Beaumont City Council approved a set of public-works actions including a contract award for South Elevated storage tank rehabilitation, acceptance of maintenance and final payment for the Street Rehabilitation Citywide Phase 5 rebid project, acceptance of maintenance and final payment for the East Virginia Pump Station trash collector reconstruction, and a change order to a sewer-evaluation work-order contract adding cleaning and televising in areas serving the 20th Street lift station.
Council accepted staff recommendations: a contract to Tanksco Inc. of Fort Worth was approved for rehabilitation of the South Elevated storage tank; staff said the scope includes draining the tank, abrasive blasting and repainting interior and exterior, structural repairs and anticipated completion by March 2026. A resolution authorized final payment to ALCO LLC for citywide street rehabilitation (Phase 5 rebid). The council also accepted final maintenance work and payment for Broadstar Contracting Inc. for the East Virginia pump station trash-collector reconstruction.
On the sewer-evaluation contract, staff explained that field work around Calder toward the 20th Street lift station revealed segments that remained surcharged. The change order to the work-order contract with Pro Pipe Inc. adds approximately 15,000 feet of cleaning and televising plus about 17,000 feet of 10- to 12-inch cleaning and televising and adds an hourly rate for heavy cleaning; staff said the change order funds additional work needed to address observed issues in the field.
Council asked why the apparent low bidder on the tank project had not been awarded the contract; staff explained the apparent low bidder rescinded its bid because it could not meet terms. Councilman Durio asked for detail on tank scope and timing; staff confirmed structural repair, coatings and potential logo placement and reiterated the project schedule. All items were approved by voice vote.
