Staff said the proposed personnel changes would increase the IT budget as presented: when fully allocated across the funds the IT director indicated the proposed budget would show a combined cost allocation for his position up to about $183,000. Jason also said total software subscription spending has decreased year over year by about $27,000, while the city faces a small increase in cyber liability insurance.
Committee members pressed the IT director about the implications of continuing deferred maintenance. Jason warned that postponing scheduled equipment refreshes (for example, extending a planned five‑year server life to eight years) could turn a single equipment failure into several days of degraded or halted operations while replacement equipment is ordered, delivered and configured. He said ransomware remains a key risk and that cyber liability insurance helps cover forensic work, legal costs, and potential ransom payments.
The IT director said the department is operating with a lean staff (about 1.5 full‑time equivalent public IT staff on duty now) and that the Monmouth arrangement would not fully substitute for an additional Independence‑based hire. Committee discussion focused on weighing short‑term budget constraints against the risks of a reactive maintenance posture and the insurance costs that follow.
No formal action was taken on IT staffing at this meeting; committee members directed staff to continue refining personnel and cost allocations and to include any updates in the next budget packet.
