City awards pavement-marking contracts to PK Contracting and Alpena Asphalt Armor

City Engineer Steven Schultz reported that after three solicitations produced no bids, staff obtained price quotes from two contractors for pavement marking services. Schultz recommended awarding the long-line striping contract to PK Contracting (Troy, Mich.) and awarding parking-lot and special markings to Alpena Asphalt Armor, a local company, to allow quicker response for in-season changes.
Staff said PK Contracting has previous experience with the city on similar work; Alpena Asphalt Armor is newer but has performed private work locally and was judged able to respond to on-demand needs such as adding a handicap stall or painting intersection markings during the season. The city typically awards an annual pavement-marking contract with a possible five-year engagement in past practice, given the limited number of firms offering this service.
Council approved both contract awards and the unit-price schedules as presented.
Staff noted that both contractors and the city reserve the right to terminate the arrangement with adequate notice.
