Council approves five-year IT services agreement with Alpena County

The Alpena City Council on June 16 approved a proposed five-year information-technology services agreement with the County of Alpena that sets a first-year monthly payment of $10,000.
City staff and county IT personnel revised the earlier agreement, which had been amended multiple times, to reflect current services and to remove outdated insurance language. The council packet and staff presentation noted the $10,000 monthly rate represents a 13.8% increase over the then-current contract amount of $8,787 per month.
During the presentation city staff said the county had received salary adjustments after the existing contract was signed, which improved staff availability and reduced help-ticket times. The proposal also includes a 2.2% annual escalator and language in section 3.4 requiring the city and county to share cyber-insurance costs equally, with the county negotiating requirements with the insurer.
City staff said the proposed annual total of $120,000 would not cover the salary and benefits for an in-house IT director and technician, and that the agreement allows the city to share resources cost-effectively.
A council motion to execute the agreement, "with noted changes," including corrections to insurance and shared-cost language, passed by voice vote. The agreement was reviewed by the city attorney and will be signed by Manager Smolinski, Clerk Soick, and IT Coordinator Steve Schultz on behalf of the city.
