Karen said recent changes to recording fees (an increase from $3 to $6 on certain filings) are expected to boost equipment fund revenue. She requested $55,000 to the recorder equipment fund and outlined operating expense needs including planned software and hardware upgrades and a $7,000 monitor purchase she expects to submit for committee approval.
Committee members questioned why the recorder would not continue paying a portion of staff payroll from the equipment fund. Finance staff reported that the recorder had paid part of a retired employee’s salary from the fund in the prior year and that the recorder’s fund would still show an estimated cash balance of roughly $600,000 by year‑end assuming expected revenue. The recorder said she would be willing to restore the prior small payroll allocations for two employees out of the equipment fund; the committee directed staff and HR to work out the precise payroll percentage and to reflect those adjustments in the budget documents.
The committee also discussed the recorder’s plan to use equipment fund dollars for targeted computer and software upgrades and asked the recorder to provide invoices for proposed purchases to the committee for approval.
No formal, final motion to reallocate payroll was recorded in the meeting transcript; the committee instructed staff to make the requested adjustments and to present updated numbers to the committee.
