City staff told the Talent Planning Commission on Aug. 26 that the city is working toward adopting Climate Friendly Area (CFA) designations, associated comprehensive plan text, and code amendments required by state law, and that the schedule is tight. Staff said the work will include a comp plan public hearing (targeted for fall), followed by code amendments to implement CFA standards and related parking and middle-housing cleanups.
Staff described the CFA requirement as an area “close to or contiguous with high-quality transit” with development potential and said compliance will require map designation, comp plan text, and zoning or code changes. Commissioners expressed concern about the compressed timeline and requested at least one additional work session and more time to review materials; some commissioners suggested earlier meeting start times to allow deeper discussion. Staff said they would circulate a poll to identify availability for extra study sessions and would try to schedule an additional meeting before the public hearings.
Commissioners also discussed logistics and quorum for additional meetings and noted potential conflicts on proposed dates. Staff said council must ultimately act to adopt code amendments, and that missing the end-of-year deadline could create uncertainty for permit applicants. The commission asked staff to prioritize materials that explain how the CFA boundary was chosen and the legal standards that govern CFA designation.
No formal action was taken. Staff said they will return with a proposed schedule, recommended meeting times for study sessions and public hearings, and the CFA materials for detailed review before the commission is asked to recommend adoption to city council.
