Talent council studies draft master plan to restore historic town hall

The Talent City Council studied a draft master plan on March 5 proposing phased restoration of the city’s historic town hall, a 4,807-square-foot wood-frame building originally built in 1899 with additions from 1927 and 1954. City staff described foundation failure, roof and gutter damage, interior plaster and floor settlement, asbestos-containing materials and tree roots affecting drainage as primary problems that require immediate and long-term work.
Finance Manager Justin DeLine introduced the plan and called it “a living document” that staff developed with input from historic building consultant George Kramer and members of the town-hall restoration group. Staff said the master plan was developed to meet requirements for an Oregon Main Street revitalization grant and to guide future grant applications.
The plan lays out safety and accessibility work as an early priority, including replacing rotting exterior stairs, installing an ADA lift, updating restrooms and creating three handicap parking spaces at the rear of the building.
