The discussion focused on four linked decisions the council must reflect in an RFP: where commercial development should be located (Valley View versus Highway 99), whether to issue one combined RFP or separate solicitations for residential and commercial components, whether the city should retain ownership of land or buildings to secure public‑benefit uses (for example, a business incubator, childcare or a senior center), and which environmental stewardship standards to require or score in proposals.
Project consultant Matt Brinkley, who led the presentation, said the city can proceed with a single RFP that allows proposers flexibility to respond to part or all of the site. "I think we can do it all as 1. There'd probably be a master developer, and they would figure out who would do the various other parts of it," Brinkley said. He added the city could later pursue a separate commercial component if responses showed only residential interest.
