Board approves updated Nelson County Emergency Operations Plan

The Board of Supervisors unanimously approved a revised Nelson County Emergency Operations Plan (EOP) that staff said is required to be updated every four years. County emergency‑management staff presented the plan’s structure and emphasized that the board's approval is required for the base plan—roles, responsibilities and concept of operations—while appendices (shelter locations, contact lists and emergency support functions) are flexible administrative items that can be updated without formal board action. “Our base plan includes things like planning and assumption considerations, roles and responsibilities, our concept of operations… This is the part of our plan that requires the board to approve,” the presenter said. Staff noted minor edits aligning job titles with current county code and said they would correlate appointment language in the plan with the board’s annual appointment resolution. A board member requested page numbers be added to the document for ease of use. Why it matters: The EOP sets the county’s baseline approach to disasters and response coordination and is used by county departments and partner agencies when mobilizing for incidents and recovery efforts. Next steps: Staff will incorporate minor clerical edits, update titles as needed and maintain appendices administratively going forward. The board adopted the resolution described in meeting materials.
