Staff raise equity and privacy concerns over district'two-factor authentication policy

District employees and union representatives urged the Escambia County School Board on Aug. 19 to clarify the implementation and staff protections for a new two-factor authentication (2FA) requirement. Speakers said the district currently offers staff two options to receive authentication codes: use a personal cell phone or pay for a manual override tool, which a speaker said carries a $300 replacement fee if lost. They said frequent text messages create a financial and privacy burden, that communication about the policy has been inconsistent across schools, and that some staff had been told the requirement was mandatory when personal-device use should be optional. Darzell Warren, addressing the board on behalf of staff, requested specific written assurances and alternatives: a formal guarantee that personal devices used for authentication will not be subject to search or monitoring, provision of a no-cost district-issued device for staff who decline to use personal phones, written guidelines on monitoring scope, and clearer communication across worksites. Warren asked the board to clarify whether district-issued devices can be configured to receive authentication codes without exposing personal data. Board members did not vote on the issue at the meeting; no formal district response was recorded during public comment. Speakers asked the board and IT/operations staff to provide written policy clarifications and equitable, no-cost alternatives for employees who do not want to use personal devices.
