Commission approves final development plan for 7 Brew drive-through at Lockport Square

The City of Lockport Planning & Zoning Commission on March 11 approved final development plans for a 7 Brew drive-through-only coffee kiosk on Lot 9B in Lockport Square.
Staff presented the site plan for a modular 784-square-foot structure composed of a 525-square-foot main building and a 250-square-foot cooler/dry storage unit. Kimberly (staff member) said the parcel was previously approved for a Wendy’s drive-through in 2022 but never constructed; the new plan uses the existing access points and site improvements the landlord already installed.
Applicant representative Chris (franchisee with Hubru IL 3 LLC) described the 7 Brew concept as a double drive-through, drive-through-only modular kiosk assembled on site. He said the company operates in multiple markets and that the Lockport prototype would use full-depth modular brick and darker canopy colors to better match adjacent tenants. "Our team members are outside in the drive through lanes… taking orders at their cars," Chris said, describing operational procedures intended to increase order accuracy and throughput.
Staff noted the plan shows two drive-through lanes and a 27-car queuing capacity. The plan proposes reusing existing detention and trash infrastructure and adding decorative stone in landscape beds. Kimberly flagged that required foundation landscaping was not shown but staff found alternative landscaping adequate and that a separate sign permit will be required.
Commissioners asked about winter operations for outdoor employees; the applicant said the company is testing heated jackets and may consider small exterior huts but would secure any necessary permits. Commissioners also confirmed that deliveries must take place on site.
A motion to approve final development plans for the 7 Brew drive-through facility on Lot 9B in Lockport Square passed; the approval is subject to two conditions: (1) all tenant deliveries take place on-site and not on internal access roads at the west and south sides of the property, and (2) a separate permit application and review for all proposed exterior signage and any menu boards. The motion was moved by Koundron and seconded by Garland. Roll call recorded affirmative votes by Jerland, Maloney, Wiggins, Peters, Taylor and Finn; the motion passed.
