The draft document — presented by consultants — lays out a growth framework for urban, suburban and natural areas; housing and neighborhood goals; commercial and industrial guidance; transportation and mobility priorities; community facilities and natural‑resource conservation; and an implementation action matrix. Josh Koons, a consultant with the master plan team, said, “We have a complete plan document, and we're ready to get into the adoption process with you all.”
Why it matters: The comprehensive plan is framed as a policy foundation to guide elected and appointed officials’ decisions about development, funding priorities and regulatory updates. The panel repeatedly returned to the implementation chapter and action matrix as the part of the plan that will determine whether recommended goals are achievable.
Growth framework and land use: Consultants described the plan's growth framework as a nonregulatory policy map intended to inform future zoning or Unified Development Ordinance updates. Sujan (planner/consultant) told the panel: “This is not regulatory. This is not zoning.
