Committee raises concerns about master plan maps and urban nodes; requests more specificity and phased mapping

During detailed review of the draft master plan maps, the Jefferson County Master Plan Committee raised repeated concerns that the commercial and neighborhood-commercial map layers are overly broad and could be misinterpreted by residents and developers.

Members said the maps as drawn create large colored areas that, without explanatory layers or a phasing timeline, could be read to allow development in locations that lack infrastructure or topographic suitability. Several speakers argued for an additional "layer" or time-phased maps showing primary (near-term) and secondary (long-term) growth areas so the plan would convey where the county expects investment over 5-, 10- and 20-year horizons.

The committee discussed node size and selection: members asked for documentation explaining why particular urban nodes were identified, how large a node is intended to be, and what criteria staff used to select nodes. One member said some nodes appear in locations with little or no current infrastructure and asked for supporting analysis explaining the selection. The committee instructed staff to request that consultants provide supporting data, an appendix or an exhibit identifying candidate node areas and any topographic or constraints analysis used to develop the map.

Members also noted that some mapped “neighborhood commercial focus” areas include substantial existing single-family residential neighborhoods; committee members suggested adding buffer guidance and clearer legend notation so the map does not create false expectations among residents.

Ending: The committee asked staff to return with revised map exhibits (including an option for a phased view and clearer legends) and to provide the consultant’s underlying node-selection data as an appendix or separate exhibit for reference.
