Groves council adopts resolution opposing state bills it says would preempt local authority
The council passed a resolution urging the Texas Legislature to reject Senate Bill 2858 and Senate Bill 3016, saying the measures would apply field preemption to local land-use and other regulations and could lead to litigation and loss of home-rule authority.
