Groves selects GrantWorks to administer GLO CDBG Resilient Communities program

The Groves City Council on April 28 selected GrantWorks to provide professional planning and administrative services for the Texas General Land Office (GLO) Community Development Block Grant (CDBG) Resilient Communities program and authorized the city manager to negotiate and execute all necessary documents with GrantWorks.
A review committee made up of staff, the finance director and the mayor evaluated two competitive proposals. A committee presenter said the proposals were “very close and very competitive” but that “only one of them checked all the boxes,” and that GrantWorks proposed an 18-month schedule while the other vendor proposed 24 months.
Troy Foxworth, the city’s finance director, and other staff were listed as members of the selection committee; the committee reported that qualifications and proposed cost were similar between the two vendors but that GrantWorks offered a shorter timeline and a scope that matched the city’s requirements.
Council voted to authorize the city manager to finalize agreements with GrantWorks; Mayor voted aye, Mayor Pro Temkinidis aye, Council member Holmes aye, Council member Gay aye and Council member McAdams aye.
A BrandWorks representative was present in the chamber during the discussion. Council members asked about the city liaison for the contract; staff said the project liaison would generally be the presenter (staff) who led the procurement process. The motion as amended explicitly named GrantWorks for contract negotiation and execution authority for the city manager.
