The Cascade County Commission adopted Resolution 25-30 to clarify oversight and day-to-day operations of the county solid-waste management system, assigning routine management responsibilities to the director of public works with accounting support from the chief financial officer, legal counsel from the county attorney's office and receipts/punch-card duties from the treasurer's office.
Staff told commissioners the resolution restates oversight authority originally created in a 1971 resolution forming the Cascade Rural Solid Waste District and cites historical statutory provisions (previous RCM sections and current MCA citations) explaining the county's authority to finance, design, own and operate a solid-waste system or to contract for those powers. Staff said the resolution is intended to clarify roles of employees and departments that already assist with routine operations.
A commissioner moved to approve Resolution 25-30; the motion carried by voice vote with all commissioners present voting aye. The resolution takes effect immediately and directs the specified county departments to carry out their existing operational duties under the board's oversight.
