Planning Commission recommends special-use permit for Ryden Stables to Board of Supervisors

The Page County Planning Commission on Monday voted to recommend that the Board of Supervisors approve a special-use permit for IVR Corporation to operate Ryden Stables and Academy at 2948 Oak Forest Lane, Luray.

The permit application covers a 36.718-acre property zoned A-1 (agricultural). The applicant proposes to operate a 3,000-square-foot horse stable and two 100-square-foot shelters offering horse training, trail riding, boarding and grooming. Proposed parking would be located at the end of Oak Forest Lane, according to materials presented to the commission.

Staff said adjoining property owners were notified as required by the Code of Virginia and no public comments were received during the public hearing. The commission considered an updated scope of activities and a revised parking plan provided in the applicant’s packet, and commissioners said the changes matched the requested clarifications.

With no public speakers, a commissioner moved to recommend approval of the special-use permit as presented; the motion was seconded and the clerk called the roll. Commissioners Turner, Adams, Grech and Chairman Burner voted yes; the recommendation will be forwarded to the Board of Supervisors for final action.

The commission’s packet noted the property’s tax map number as 50-A-65. No conditions, amendments or additional restrictions were recorded in the commission’s motion.

The Board of Supervisors will receive the commission recommendation at a future meeting; staff did not provide a specific Board hearing date during the Planning Commission session.
