Resident says dog-control enforcement ineffective; urges ordinance changes

Ronnie Chambers of 2602 Cleaver Road told the council during public comment that stray or loose dogs repeatedly enter his yard, scatter trash and create safety concerns for his household and grandchildren. Chambers said he has reported the problem to the animal-control officer and the police and that he was told tickets had been issued but those tickets are not being enforced against owners who repeatedly allow dogs to run loose.
