Laredo council adopts resolution canvassing returns from May 3 bond election

The Laredo City Council adopted Resolution 2025-R145 on May 14 to canvass and declare the results of the city bond election held May 3, 2025, after the city secretary presented vote totals provided by the Webb County Elections Office.

The action matters because the canvass is the formal step by which the council records official returns for the city and informs the public which propositions passed or failed. The council placed the resolution on the consent agenda and adopted it by voice vote.

“The returns that were provided by the Webb County Elections Office are as follows,” the city secretary said before reading vote totals for four propositions on the May 3 ballot. According to numbers read into the record, the results were: Proposition A — in favor 2,096 (15.82%), against 11,096 (84.18%); Proposition B — in favor 2,117 (16.07%), against 11,050 (83.93%); Proposition C — in favor 2,226 (16.90%), against 10,940 (83.09%); Proposition D — in favor 2,499 (18.91%), against 10,671 (81.03%). The city secretary gave a total number of voters as 13,222.

Councilmember Mendelas moved to adopt Resolution 2025-R145, canvassing the returns and declaring the results of the bond election; a councilmember seconded the motion. The council approved the resolution by voice vote — the meeting record shows members responded “Aye” when the mayor asked for those in favor; no roll-call tally was read into the transcript.

After the council approved the resolution, staff briefly displayed the returns on the meeting screen for public viewing. No additional discussion of the propositions appears in the meeting transcript, and no amendments or follow-up directions were recorded on the bond matters.

The meeting adjourned after the canvass was approved.
