Laredo council directs staff to draft standard practices for grant submissions

Several council members and the city attorney requested earlier review by legal staff and by council so that any factual statements in applications are supported by resolutions or minutes. One councilor asked that the packet include grant applications in the Friday packet to give counsel oversight before submission to funders. The city manager said staff was already adjusting documents to provide fuller context to the council and he would return with proposed procedures.
What the council ordered: Management will prepare written grant-submission procedures that (at minimum) identify in-kind match accounting, departmental responsibilities, legal review points, responsibilities when a grant includes multi-jurisdictional or binational claims, and a review timeline for council consideration.
Next steps: City Manager Mister Nepp said he would return within 30 days with a draft policy for council review and encouraged council members to submit additional input to refine the procedures.
