Liberty Hill City Council on Feb. 12 approved the city's first IT master plan, authorized a contract with GTS Technology Solutions for managed IT services, and approved a DocuNav document-management system to centralize records and reduce paper-driven workflows.
The council voted 4-0 to adopt the IT plan, to authorize resolution 2025R-008 allowing the city manager to enter a managed-services agreement with GTS (three-year term), and to authorize resolution 2025R-007 to contract with DocuNav for hosted Laserfiche-based document management and workflow tools. Council discussed implementation costs: the first-year DocuNav implementation carries upfront costs (approximately $22,000 more in year one per staff presentation) and staff said those costs can be funded from general fund balance with planned budget amendments.
Why it matters: Staff and council framed the decisions as foundational to operations as the city grows. The IT plan sets replacement schedules, security and redundancy standards (including for public-safety and SCADA systems), and proposes an internal IT review committee. GTS was selected because it is on the Texas DIR/BuyBoard and provides a range of services, including AV support for council chambers. DocuNav will be used initially by the city secretary as the pilot department to manage minutes, ordinances and records with retention schedules complying with Texas records law.
Council and staff emphasized cybersecurity, redundancy and the integration of phone, AV and document workflows. Staff said hardware replacement costs are the primary near-term budget pressure while the managed-service contract itself is expected to be relatively stable over the three-year term.
Staff will prepare a budget amendment to reallocate personnel funds (an internal IT position no longer filled) into the IT services budget and to cover year-one DocuNav implementation costs. The city will roll out ClearGov modules and pursue paperless workflows, and staff said they will return with annual IT-plan updates and implementation status reports.
