Committee backs codifying 'Legislation Inside' program for incarcerated peer representatives
The House Judiciary Committee voted 7-4 to send Senate Bill 155 to Appropriations after testimony from program participants, corrections advocates, and county commissioners; the bill would codify and fund the existing 'Legislation Inside' program run in partnership with the Department of Corrections and outside contractors.

Representative Clifford told the committee Senate Bill 155 would codify Legislation Inside, a program formed in 2021 that elects peer representatives inside correctional facilities to advise lawmakers and corrections officials on programming, reentry supports and policy. "The feedback that we get from these elected representatives is pretty profound," Clifford said, describing members as pragmatists who help improve rehabilitation and reduce recidivism.
