City of Carlisle staff reported on May 13 that a recent connection of the Lower Carlisle water main to the City of Franklin high-pressure system produced “very positive improvement” in residential water pressure and hydrant flows in tested areas.
Staff said flow testing by the fire and service departments showed increases of about 4 to 6 pounds per square inch in neighborhoods such as Indian Trace — roughly a 10–15% improvement in pressure — which provides a greater buffer for household flow and fire protection. Staff also said a long-term solution will require construction of a water tower.
The city manager said staff will collect additional “eco rich” (metering/flow) data for neighborhoods that asked the city to check pressure and would follow up with specific numbers.
Separately, the manager said the city has changed its pool-filling procedure: instead of loaning temporary meters, residents can schedule a meter reading before and after filling. Staff noted that many town meters are remote-read “smart meters,” making the new procedure easier for residents and staff.
No formal votes were required for the updates; staff said further work on a water tower and additional pressure testing will continue.
