During public comment at the April 2 Weld County meeting, a consultant representing a mobile home park owner asked the board to permit a CPACE (Commercial Property Assessed Clean Energy) financing arrangement for property upgrades. The consultant, Steve Herrera, requested a one‑time exemption so his client could use CPACE to fund replacement of older units and environmental upgrades at properties including 817 & 820 Sixth Avenue (a mobile home park).
