Representative Harris, chair of the House Insurance Committee, introduced House Bill 4464 and described it as “a very, very basic cleanup bill” intended to incorporate federal exemptions into state insurance law. Harris said the bill would add state-code exemptions for retiree-only plans, non-grandfathered plans and fixed indemnity plans that had been exempted under the Affordable Care Act but not yet codified into state statute.
