What the approvals mean
County IT staff explained the Johnson Controls and Unified Power agreements keep climate-control and battery-backup maintenance in place for the Justice Center data center and the county server room on South Campus. Staff said the contracts are for one-year terms and reflect modest annual increases in support costs.
Road and bridge staff recommended the Nelcon amendment after encountering material in a pit that produced a natural fines pile unsuitable for asphalt mixes. Nelcon will crush a new 1-inch-minus aggregate stockpile to replace the unusable material; the vendor provided a discounted per‑ton price and a reduced mobilization charge in exchange for additional crushed tonnage.
Selection of the public safety facility construction manager followed a review committee scoring process. The committee advanced three firms from the RFQ phase, interviewed them, and recommended Martell Construction as the highest-scoring firm.
Staff from the commissioner's office said Oxytocin was selected via an earlier procurement to receive the county's alcohol-tax funding for substance-use disorder treatment and prevention; the DPHHS form is an annual designation the state requires.
