EDC approves $2,500 to develop economic development implementation plan

The Franklin City Economic Development Commission voted to allocate $2,500 from its budget to fund a consultant-produced implementation plan intended to translate the commission’s strategic-plan work and public input into an action-oriented roadmap.

Commissioners described the deliverable as a companion document to the already completed strategic-plan research: “It will be an implementation plan. So an action plan, if you will,” a staff member told the commission during the discussion. The work would integrate feedback gathered at the commission’s retreat and other stakeholder sessions and produce concrete recommendations (for example, loan-fund guidance, site identification and program tools) that the commission could take to the Common Council and to budget discussions.

Some members criticized the original strategic-plan product and questioned whether further consultant work would produce the additional value the commission wants. Others argued $2,500 is a modest amount to get a clearly actionable product and that staff and commissioners could then refine the deliverable in subsequent meetings.

A motion to approve the $2,500 allocation passed; the commission recorded the motion and then voted “aye” with no recorded opposition on the audio transcript. City staff said the cost would come from the commission’s existing budget. Commissioners noted that receipt of the implementation plan would not by itself obligate the council to fund any subsequent recommendations; budget approvals would follow the regular budget process.

Next steps: staff will engage the consultant for the implementation work, produce a draft action plan for EDC review, and — if approved by the commission — the implementation recommendations will be forwarded to the Common Council and considered during the budget process.
