Plumas County adopts CalWORKs System Improvement Plan, sets low initial targets

The Plumas County Board of Supervisors voted April 15 to adopt the county's CalWORKs System Improvement Plan (CalSIP), a state-required document that sets the county’s goals and processes for tracking and improving CalWORKs outcomes.

Public presentation and purpose: Department of Social Services staff said the CalSIP is part of California’s CalOAR framework, which combines outcome indicators, a county self-assessment and a multi-year system-improvement plan to drive continuous program improvement for CalWORKs participants. County staff said the plan ties local reporting to state expectations for employment, training and family-support services.

Scope and targets: Plumas County staff described an initial, conservative target for improved outcomes (noted as low starting percentages because of the county’s client mix, which includes many non-needy-relatives such as grandparents caring for grandchildren). Program staff said active welfare-to-work participants number roughly 200 and that early targets reflect a cautious baseline for the first five-year cycle.

Vote and next steps: The board approved the plan by voice vote; staff said a progress report will be required after the plan is implemented and that counties will submit periodic updates to the state. Supervisors praised staff for completing the mandated components and urged continued data collection to improve services.
