Foley argued that, by longstanding practice, the Fifth District (which includes high‑wildfire‑risk and extensive unincorporated areas) traditionally holds an OCFA seat and that continuity matters for the roughly 400,000 district residents who rely on OCFA services. She moved to change the chair’s recommended appointment to ensure Fifth District representation.
Supervisors debated the matter and several asked the chair to confer with other offices; a motion to continue the specific OCFA appointment discussion was made and the board agreed to take up the seat at a subsequent meeting so member offices could consult further. The chair said he opposed altering the recommendation at the meeting and noted Brown Act limits on meeting privately with multiple supervisors, but the board confirmed the OCFA appointment will be discussed again at the next meeting.
