Assistant City Manager Becky Range and Public Works staff told the council the TIP is the city’s funded short‑term capital plan for transportation and that projects in the Capital Facilities Plan typically have some funding or funding opportunities identified. Staff noted that grants are a frequent source of project funding and that projects can be delayed if grant applications are unsuccessful.
No in‑person speakers were signed up for the hearing; the city clerk brought in two virtual commenters. Mark Swanson criticized local workshop outreach methods, and Kirsten Lethem, a transit user, said she supports upcoming transit improvements. Staff said written comments submitted by 3 p.m. will be included in the record. The city will return the TIP to council for final approval on May 20.
